The EB-5 Immigrant Investor Program is a U.S. government program that offers foreign investors the opportunity to obtain permanent residency (aka green card) through investment in U.S. businesses. What is an EB-5 Regional Center?

An EB-5 regional center is an economic unit, either public or private, designated by the U.S. Citizenship and Immigration Services (USCIS) to promote economic growth. These centers are responsible for sponsoring projects that create jobs and stimulate economic activity within a specific geographic area.  

How Do Regional Centers Work?

Regional centers pool funds from multiple EB-5 investors and invest them in large-scale projects that are expected to generate significant economic impact. These projects can range from real estate developments to infrastructure projects and manufacturing facilities.  

By investing through a regional center, EB-5 investors can benefit from a more streamlined process and a potentially lower investment threshold. Regional centers often have established track records and experienced teams that can manage the complexities of the EB-5 program.  

EB-5 Regional Center Investment Amount

To qualify for the EB-5 green card an individual must invest $1,050,000 or $ 800,000 in a business located in a Targeted Employment Area (TEA), rural or high unemployment area. The investment must create or preserve at least 10 full-time jobs for qualified U.S. workers. The investment can be made either directly into a US business or indirectly through a regional center which pools capital from multiple EB-5 investors and then loans it to the to the job-creating entity (JCE).

  • Lower Investment Threshold: In certain targeted employment areas (TEAs), the minimum investment amount is $800,000 which is lower than in non-TEA areas.

  • Lower Risk: Regional centers often invest capital in the form of a loan that is senior in the capital structure for a project.
